The red cones that have been put around the railings have fallen over and some are in the road.

I had the site made safe but after further investigation, have been informed that, we are not responsible for this bus shelter, that this is not part of the highway network that Oxfordshire County Council is responsible for maintaining at public expense. This is the responsibility of the District Council. You need to contact Vale of White Horse District Council. The bus shelter belongs to Cumnor Parish Council and is not the issue. Council had the company that installed the bus shelter check that it was safe after the accident had been reported. There were railings behind the shelter and I presume that these were taken away by OCC and not replaced. The railings were there prior to the bus shelter being installed by Cumnor Parish Council in November 2016. Will these railings be reinstated?

Thank you for your enquiry. I have reopened this report as, after further enquiries, it appears, only the bus shelter is the Parish Councils responsibility but the safety railings are the County Councils responsibility. This issue has been passed back the Minor Civils team for repair.

This problem has not been fixed. The area round the bus stop is not safe. Users are only protected from falling into the ditch by loose bollards. The railings should be replaced. This situation has gone on too long it is embarrassing.
In addition, directly in front of the bus stop is a hollow in the road which in the wet fills with a puddle 2m long by 1.2 m wide. When car's splash through this puddle they soak bus users making the bus stop unusable unless you wish to be drenched.
The solar powered light in the bus shelter is inadequate in this very dark part of Eynsham Road and it Is frightening and dangerous for users crossing the road in the dark with traffic passing at 50mph. This is a well used bus stop serving both Oaken Holt and Parkside residents and staff.
Ideally the ditch should be filled in and. The bus stop set further back to allow users a safer space between them and the carriageway.

The Engineer responsible for the re-construction of the bus stop site has replied to your report update with:
Regarding your comment "The railings should be replaced. This situation has gone on too long it is embarrassing."
"Repairs to the collapsed barriers are on the list of works to be carried out, but is proving more problematic than first thought. Stabilisation of the verge/ditch is required before any repairs take place."
And
"I am presently trying to arrange a visit with one of our contractor supervisors to arrange repairs to the existing barriers as well as installing a dropped kerbed area of hardstanding to the eastern end to aid disabled access in advance of any long term improvements/repairs. In the interim I will ask the Highway Officer to ensure that the safety barriers are kept in position."

"I understand that a request for a larger bus shelter is being asked for – this will require major works to the ditch [piping etc] to allow this to be set further back from the carriageway, which would require permissions from the riparian owner as well as from the land drainage authority [VWHDC]"

Cumnor Parish Council is responsible for the bus shelter. They have agreed to a larger bus shelter. You should contact them with your request for a more powerful light within the bus shelter. In reply to your comment "directly in front of the bus stop is a hollow in the road which in the wet fills with a puddle 2m long by 1.2 m wide."
Due to budgetary constraints and the fact that this hollow, unfortunately, doesn't meet our current intervention criteria I cannot arrange a repair. We will continue to monitor this during our routine inspections.

Thank you for an update which suggested that a larger bus shelter would need the ditch filling in with permission from the riparian owner. The space in front of the bus shelter is too narrow to protect users beside this fast road. The ditch should be filled in and the bus shelter moved back to provide a safer space, whether or not a larger shelter is provided.

Thank you for your enquiry. Your request was forwarded to the team responsible for this decision. Their reply is: "Whilst your concerns are noted any work to this existing bus stop/shelter is restricted to staying within the highway boundary (i.e. the front edge of the ditch). If the Parish Council wish to support the request for a large bus shelter and relocation then they would need to pursue the idea of piping the ditch with the adjacent owner etc and then deal with the Bus Infrastructure Officer from the Traffic Schemes South Team as per usual requests for bus shelters, though this would also mean siting any new structure on “private land.” Repair to the existing barrier is presently being planned."

Thank you for your report. Here is a recent update from The Minor Civils Team regarding the long standing job to repair the Oaken Holt Care Home bus stop railings and hard standing. They say "We are not very much further forward on the matter. We will need to revisit to assess repair requirements (plus any possible improvements) and then get a price. We would then need to look at potential funding streams. As I have said previously there is little scope for relocation/enlarging of a bus shelter here due to the limited width of verge. Still working on this ongoing problem – order raised to retrieve barriers and keep safe until final solution sorted."

Thank you for your report. Here is a recent update from The Minor Civils Team regarding the long standing job to repair the Oaken Holt Care Home bus stop railings and hard standing. They say that they are "Still working on this ongoing problem" and an "order has been raised to retrieve barriers and keep the site safe until a final solution is sorted" which has been implemented. More recently they say "have just found out that money may be available!" to fund the repair of the site.
