Blocked Storm Drain on highway

I moved here in November 2017 and immediately noticed a foul smell coming from that part of the culvert which is open on my property. Thames Water came to investigate months back. eventually they identified the problem and after many weeks came found this morning to 'fix' it. Alas they went away saying it was not their responsibility and over to you! Not only is the smell dreadful but a sharp downpour or prolonged spell of rain would endanger my property. Help please urgently. Drain is between Rsoebrook (my house) and Courtlands next door. Thanks

There is an incorrect man hole over on the drain. It states that it is a Thames Water however as I said I found out this morning this is not there responsibility.

Customer is chasing up this enquiry. Customer said the smell from drain is very strong and bad.
