Pvement blocked by foliage Elizabeth Drive/Highclere Gdns

The house on the western corner of Highclere Gardens, junction with Elizabeth Drive, has allowed their front garden foliage to grow right out across the pavement.
It is now well over half way across, blocking the pavement for pushchairs and making it difficult even for pedestrians to get past.
Much of this foliage is a a bushy conifer shrub, ie not soft greenery that could be pushed through.
This is particularly dangerous as there is a dropped kerb at that point, so if you try to walk round the very edge of the pavement, you suddenly find that you are walking across a dip. As the house owners don't respond to being asked to clear it, can you please send someone out to chop it right back so that we can all use the path again.

So now OCC has it's own "fix my street" and we have to enter everything again? Seems like a duplication of effort!
