This issue is not the responsibility of the County Council and needs to be raised with the police on the non-emergency number - 101

Yet Thames Valley Police website states that it is a Council problem and to report it here (including a link to this site).
One of you needs to take responsiblity for the horrendous parking on this road, and enforce the rules and laws on parking which are flouted daily, and will endanger lives of people on this road.

Unfortunately we are unable to stop people parking or enforce the law. You can apply for some vehicle access protection markings. Please visit our website www.oxfordshire.gov.uk for all the information you would need to do this. These lines are not enforceable so may not stop the issue. Regards
