Continuation of 856159, hedge has only been half cut back

Please see photo on ref 856159 for hedge that needs to be cut back. Attached is a photo from the deeds of No 6. KG at the highways dept is not responding to messages left at the Oxford Council Highways contact line, so I've had to go back FixMyStreet to raise this again. The landlord of No.12 has only cut back half the hedge and has now gone on holiday. He has drawn an arrow on the curb stone where his boundary finishes (the area in blue on attached photo) and says he will not cut back any further unless a site meeting is organised with the council as he believes he has reached his boundary. The area in green appears to not be owned by number 4, the area in red is the boundary of No. 4, so the green area of ground is not owned by anybody. Hence it should fall to the council to get the hedge cut back.

The council are confused by this, so everything stops, the council have already investigated this (I've spoken to them, so i know), this has been going on for many months, do the council know what an SLA is, it would shock them! Maybe resorting to social media is the way to embarrass the council in action!
