20 mph school sign flashing time in need of adjsuting

Recently a new flashing school light that indicates drivers should drive at 20 mph has been install on the bicester road kidlington (ox5 2xp). This light flashes late at night so the timings must be incorrect on it as there are no school children going to and from school at that time. Please can you arrange for this to be adjusted to reflect the school times
