The arrow on the map shows Lowell Place as a residential cul de sac. This would not be considered a dangerous or sharp bend warranting warning signs. Residents should know the area and drive accordingly.

A fair amount of people who park here during the day are not residents. They are also unlikely to be aware of the cul-de-sac which is awkward for vehicles, but it's dangerous for pedestrians, especially children.
Your response suggests that you haven't visited the location and are judging only base on the map.

I have visited this location several times. Speeds are low and due care needs to be exercised by all users. Non residents using this road would be unfamiliar with the location and as such should drive with due care as one would in any unfamiliar circumstance.

Thaks for the prompt reply.
Indeed, one should drive carefully, but more often than not people drive at higher speeds than you'd expect – especially driving out of the road. Some form of traffic calming (even a small speed bump) or a mirror so it's possible to see if a vehicle is coming, would certainly help.

My original report also included a request for something to be done regarding the parking opposite the entrance into the cul-de-sac. It's a tight corner and to drive out you have to mount the pavement. When cars are park directly opposite, like in the attached photos, it's far more difficult.
A double yellow line or at least the 'Keep Clear' area like in a couple of other spots on this road would help.

It's also worth mentioning that an ambulance van wasn't able to make the turn into the cul-de-sac when there was a car parked there.

I've read it, thanks for the phone number.
However, my question (posted on Wednesday 20 June 2018 with attachments) which refers to the tight turn corner wasn't answered.
To remind you, due to on-street parked vehicles neither ambulance, fire engine and often just normal vans (deliveries etc.) can't make the turn. Even in a car, to drive out, requires manoeuvring, which isn't great.

I've checked with the local fire dept. in Witney. They are familiar with the corner and have mentioned that access to the properties in the cul-de-sac is hard as is, and impossible when a vehicle is parked there. They don't have vehicles smaller than the standard fire engine truck. They also mentioned that the hose they use should be long enough to reach the property, but that obviously is far from ideal in the case of an actual emergency.
As for "This report has been closed. However the issue has been passed to the relevant team for consideration for future programmed works." I can't really accept this as an answer because it's too vague and it only feels like postponing anything being done or even considered – what is the relevant team you mention and when (as in, an actual at least tentative date) are they going to consider and what?

I have issued an instruction to our lining contractor to provide a keep clear marking across the full width of the junction. No guarantees of when it will be done and it is dependent on funding being available... but a plan has been issued!

At this point, nearly a year since the original post which was in a different thread, after we had another ambulance having to go further down the road to turn around in order to be able to access the cul-de-sac (and do the same on the way out) and sinceI live with an ex-cancer patient I can't really accept this as the answer.
We need to have a date and I will keep reopening this issue until that date has been provided. In the meantie I am also looking for some legal help in order to get this done.

As I said...we cannot provide a specific date as the work will be programmed in for when the lining contractor is working in the area. But it remains on the list. The contractor has a large backlog to work through, many of which are higher priority. Much of the town centre has been done recently but there clearly remains a lot more to do.

The lining contractors have certainly been several times in the area since this was first requested – unless you actually schedule it (and scheduling, by definition, does involve setting dates) you can't provide a date. So please, do schedule it.

While we appreciate the gesture, this issue was once already "Action scheduled". It was almost a year ago and, as you can see, nothing has been done.
For this reason, while this status does kind of feel like being closer to the issue actually being resolved, we'd still like to have an actual date (or a reasonable date range) of when this has indeed been scheduled for.

Unbelievable the lenghts you'll go not to get it fixed.
This issue has been posted more than a year ago and has beeen "closed", "fixed" and delayed in various ways so many times. With this, it feels like we're starting from scratch. Should we have to, we'll repost the entire conversation again with screenshots containing our comments and your replies all over again.

It's been well over a year and yet another week without even having a date – when something is "scheduled" that usually involves a date, even a provisional one.
It's also another week where you've change the status to "fixed", yet again, and so on. What does "due course" really mean? Can we have a date or a reasonable date range?
Because of the parked vehicles, the access isn't only restricted to residents but also emmergency services. A couple of times earlier this year the ambulance could not make the turn on the way out but had to turn the opposite direction and come back – in case of an emergency where every moment is crucial, this would have a significant impact.
Also, Witney Fire Department doesn't have small vehicles so in case of a fire emmergency, with a vehicle parked on the corner, they wouldn't be able to make the turn at all.
Placing "Keep Clear" markings would significantly reduce the chance of any of these scenarios happening. A doubble yellow line would eliminate it entirely.
