There is a rubber speed hump in the road, towards the end of the cul de sac. No puropse, needs to be removed

The rubber speed hump has been there for years, however it is at the end of the road and seems to have no purpose. Residents would like to have it removed.The speed bump doesn’t allow Kathryn to use her trolley (which has oxygen attached) for her disability. She would like to understand who is responsible for the speed bump and eventually get it removed. She underlines that the speedbumb is useless as cars drive moving on the pavement to avoid it.
