Temporary sign on traffic refuge keeps being removed by youths

You will see from the attached photos - one taken today and the other from google maps dated July 2017 - that a temporary warning cone on the central refuge opposite no. 190 Woodstock Road keeps getting moved. This warning cone/beacon should be illuminated and a permanent replacement is needed to prevent an accident and youths leaving the cone in the road as a hazard.

Still not fixed. As I walk around the town there are other refuges such as this one with missing bollards. It is a public safety issue that they should be fixed as soon as possible.

As part of current road improvement works the old signage was replaced by reflective pillars around a week ago. Yesterday morning I noticed that one had been broken in an accident and just 'left for dead'. I doubt the contactors (which are still working nearby) have another one of have been paid to install another one. Please can OCC sort his out.
