Terrible traffic management

Sent to Oxfordshire County Council less than a minute later

There is a new traffic management system with no work going on. Plenty of highway agency persons can be seen not working but standing around. This is causing significant congestion. I would like to know how much this is costing the tax payer and for what purpose. This has now been there for nearly two weeks and impact people directly if you live in the centre of oxford.
