Surface drainage problem

We have a surface drainage problem in the road immediately outside our bungalow at 19 St James Road, Radley OX14 3AH It frequently floods even after moderate rain fall and has been getting steadily worse over the years. Part of the problem are the leaves and twigs from the two adjacent silver birch trees which are carried into the drain. I attach two photographs which show a typical flood at the end of our drive. This really needs investigating before it becomes a more serious drainage problem.

To the surface drainage team.
A few months after my report a vehicle came along the road which appeared to be clearing the drains. After the vehicle left I noticed that a red cross had appeared on the drain cover at the end of our drive. Please see attached photograph. Could you let me know what the significance of the marking is? During the recent heavy rains the road outside our bungalow again flooded severely.
