Street lights on Winterbrook/Reading Road have been replaced incorrectly

The street lighting along Winterbrook/Reading Road was replaced on 19/1/17 with ridiculously bright white motorway style bulbs. The light is disturbing residents where it is shining next to bedroom windows. The level of lighting is now way too bright and completely inappropriate in a residential area which is also a conservation area, please replace.

Thank you for your fix my street enquiry, the new street lights installed along Winterbook and Reading Road have been designed to the required British Standard for the classification of road and it is Oxfordshire County Council policy to use the newest technology including LED’s to help reduce ongoing maintenance and energy costs.
Would it be possible to forward me your details as we will carry out a night time inspection to ensure the correct levels are being met and to see if we can do anything concerning the light shinning into your bedroom.

In relation to the point about Winterbrook Conservation Area in particular please note the following from SODC's website - Street furniture, lighting, signs and the floorscape can make a vital contribution to the character of a conservation area.... In carrying out its duty to maintain and improve the public highway, the County Council, acting as local highway authority, should consult the District Council on proposed streetworks in conservation areas and take the District's views on the appropriateness of such works into account before proceeding with them.

The street lighting along Winterbrook was replaced due to the columns coming to the end of their structural design life (they were over 45 years old) and as part of a capital replacement programme, not of a conservation scheme.
It is our policy to install new street lights on a like for like basis, as the old street lights along Winterbrook were standard 8 metre columns and lanterns we installed what is classified today as standard equipment. If the lighting was a heritage style column and lantern we would have replaced them with heritage equipment.
As a lighting highway authority we are not covered by the same planning regulations as members of the public and business, the only changed is the light source plus we have replaced the equipment on a like for like basis in the same positions.
If you can send me your property details we will carry out a night time inspection and look at shielding options for your bedroom windows.

Thank you for your contact details and prompt if irrelevant response. The issue I have raised is with regard to the brightness of the lighting at no point have I queried either the location or style of the lamp posts. You have not replaced like for like you have done the equivalent of removing a 40 w bulb in a room and replaced it with a 100 w bulb. I will contact you directly.
