Traffic lights causing knock-on traffic problems on A338

The temporary traffic lights at East Hendred, which according to the Oxford Mail are due to continue until 16th March, are causing significant traffic delays every morning on the A338 between Wantage and East Hanney.
It seems that because people want to avoid queuing for the lights on the A417, they have been taking the A338 north to East Hanney before turning off onto Steventon Road to get back to the Milton interchange. This has meant that every morning since the traffic lights started, the sheer weight of traffic has caused queuing between the A338 Grove bypass and the Steventon Road junction in East Hanney, significantly delaying journeys. This road has reached the maximum traffic density it can withstand.
Oxfordshire County Council must consider escalating the priority of these works so they can be finished quicker; it is untenable for this situation to continue until March, causing such severe traffic problems on both major routes to and from Wantage.

I got the following response today from the Highway Enquiries Team
"The contractors are Natta Building Ltd and they are carrying out preliminary works to a programme agreed with the housing developer.
If you have any further comments/complaints with regard to their working hours or their operation of the traffic signals, Natta can be contacted on 01252 851155."

Nope, they're at East Hendred (White Road junction) until March.
When they're being manually operated, delays are minimal. I way "when" because on Monday no one was there until after 8am and there were looonnnggggg delays tailing back right through Wantage.
