Rainwater flooding the road

Rainwater from higher fields to the north of the road pours onto the road. It is trying to reach the Limb brook to the south but blocked culverts mean the water stays on the road. Will be a serious problem if freezing conditions occur.

Having visited this area it's clear that the ditches need clearing out prior to the culvert under the gateway. This is the responsibility of the adjacent landowner. If you know who this is it would be helpful if you could let me know.

If it is of any help to you the water flows off the field to the north, down a track to the left of 2 houses, and a purpose made gully to the right. The field is owned by Eynsham Park Estate. The two houses in between track and gully belong to the National Trust and the owner of the house opposite called Shuttles also owns the field into which the culvert there will drain as the water goes towards the brook.
