Pavement obstructed in 3 places by overhanging trees and a flower bed cut into the pavement

There are two trees that overhang the pavement and a householder has dug up about half the width of the pavement to create a flower bed in front of their house. Radley Parish Council have written to the householders but their letters have been ignored.
