Mothers with young children often walk down the lane to take their children to feed the ducks in the river. They put their lives at risk because of the speed of the traffic. It is also the main route for cyclists to join the Transco cycle route into oxford from the south and used by many cyclists who also risk their lives. A number of vans and cars that visit the trading estate, drive down the narrow lane at excessive speed. Lorries park on the pavement because they are too tall to pass under the railway bridge so they park half on the pavement until a small van or a forklift truck is sent from the trading estate to pick up whatever they are delivering. Joining Sandford Lane is also the main entrance to Kennington Cemetery, and I often see heart stopping near accidents, when people who have been to tend their love ones graves then have to reverse out into speeding traffic. Sandford Lane has for the past year or so had large Lorries, cranes with caterpillar tracks and other earth moving equipment use it for access to the lasher at Sandford to install a Hydroelectric screw into the lasher at the bottom of Sandford Lane.

The County Council have today posted that it is not their responsibility. I beg to differ. Before someone put this post on Fix My Street (It was not me, so presumably it was someone from the council as it contains "part" of what I put in my letter) although I did update it. I had written to the Highways Dept Ox CC about the bad state of the footpath in Sandford Lane. My email to the Council sent on 23/11/17 begins "Dear Sir/Madam I have contacted Kennington Parish Council concerning the state of the road and pavement, and the speed of the traffic where I live in Sandford Lane Kennington. They referred me to you. As I understand the highways dept has a responsibility to keep the roads and footpaths safe to use. I would like you to consider this a formal complaint about the state of Sandford Lane in Kennington and the pavement that runs alongside it, as I believe we have a health and safety issue.) This is the responsibility of The County Council and is why people have to walk in the road risking being hit by speeding traffic. Perhaps the person who has posted this reply did not see my letter to the council or if they have maybe chose to ignore its contents. The problem is still there. The County Council should not try and spin their way out of their responsibilities. I have not at this date had the courtesy of a reply to my email from the Council.

We have researched the personal injury accident history at this location and can confirm that there have been no such accidents within the last five year period. The speed restriction at this location is correctly signed and therefore fully enforceable, Oxfordshire County Council as the Highway Authority do not have the powers to enforce the restriction, this falls under the remit of Thames Valley Police. I regret that there is currently no funding available to install a traffic calming scheme at this location. I will ask the local Highways officer to inspect the carriageway/footway and arrange repairs as required.
