Temporary traffic lights extremely dangerous for cyclists

The temporary traffic lights just north of the Speedwell St - St Aldates intersection are putting cyclists cycling north up St Aldates in extreme danger. It's confusing when cycling north as the permanent traffic lights are out of action and the temporary lights give the impression that you have right of way. However, traffic entering from Speedwell St and from the north also have right of way simultaneously and so cyclists cycling north along St Aldates without realising this, because of the green light, are put into extremely dangerous situations because there is no traffic control here. This is even worse at night, when the permanent traffic lights aren't visible and it appears as though you have right of way travelling north. This has been the case for over a month now and there is no sign of the permanent traffic lights being restored.
