Taxi & Trade vehicles holding up traffic

Why has the pavement at the top of the High Street in Oxford (from the opening of Turl Street down the High Street been widened? Why is there now a space for taxis and trade vehicles on the opposite side of the road, outside the Nat West Bank, top of the High street, facing towards Magdalen bridge? Both of these schemes are causing horrendous traffic problems and build-ups where buses/cars cannot get through/past stationary vehicles. I cannot for the life of me think why either of these projects have been allowed through? Can they not be reversed as they are causing terrible problems.
I would really love to see the taxi space and the trader vehicles space not to be there any more. At least the traffic would have a fairer chance of keeping moving. Oxford is congested enough already without these ridiculous schemes
