Street never turned off creating dangerous situations

I am currently living in Flanders Close, Bicester, OX26 6FY. Many of us (neighbourhood) live here because it is convenient having the Bicester Village train station to commute for working. However, the 3 minutes walk from the station to Flanders Close becomes absolutely dark at night, without any kind of public lightening (even though the streetlight is installed). Additionally, there is no sidewalk on the road (London Road), and it is the only way to arrive to the station and/or city centre. When coming back home at night from the station or city centre, the path is dark and feels unsafe. My partner (girl) experienced the other day someone with a hood following her on her way home. She got scared and started running, nothing happened. However the fear is still there and simply turning the lightning on would make a massive difference. I have mentioned Bicester Village station because it is our case, but we must take the same path to go anywhere in the city centre since there is no other way.
Additional information: The exact path without sidewalk + lightning off that I am talking about (where my partner had that encounter) goes from the roundabout (London Road vs Talisman Road junction) to Flanders Close (junction with London Road). See map for exact location.
