Construction barriers moved into shared use path and not returned

The barriers of the Westgate construction site on the west side of the north end of St Ebbes Street were moved a few weeks ago (July/August 2017), severely narrowing the street. I have asked one of the construction managers (Ian Joliff) when they'll be returned but am yet to receive a response. This constricted street is disruptive for the more vulnerable users of the street; I witnessed a very upset woman with a walking frame unable to get through on Sunday morning because of the narrow space between the wall and the barrier. I had to ask everyone to stop and wait while myself and another passerby helped her get through. Additionally the passageway is continuously used to store commercial wheely-bins (see pictures).
Additionally, as the 3rd photo shows (see the tiny red '5' sticker), this is part of the National Cycle Network Route 5. The people of Oxford and beyond are treating (and will no doubt continue to treat) this as a shared use path, whether it is 'closed to cyclists' or not (see previous complaint about this location).
