Very large leylandi trees between Woodstock Road & property boundary

There are two very tall trees (leylandi) which we believe may be owned by Oxfordshire County Council Highways. WODC advise that they do not belong to them and we believe that they are outside the Company boundary. We would like to have these removed if possible (as advised by arboriculturists) due to the size and proximity to the premises. Could you please advise if this could be done by OCCH if they are under your control, or would we be at liberty to remove these if they belong to the Company?
