B4493 drainage....again

Another year and another attempt to get the council to do something about the drainage along the B4493 Westbound. The drainage along this stretch of road - right next to the only pedestrian footpath - is non-existent. Even a moderate amount of rain causes the drains to fill up like a bath. The water pools all along the edge of the B4493 between Foxhall roundabout and Mendip Heights roundabout because the drains simply fill up, and the edge of the road has eroded away so that the drains are higher than the road. So unless water can start to flow upwards, it just sits in pools. Pedestrians get soaked, drivers and cyclists have to avoid the puddles, and after almost 10 years of reporting this, the council STILL seems to ignore the complaints. The ONLY footpath is the main pedestrian path from Mendip Heights and Great Western Park to the station, and is used my more and more people. Why is no consideration given to the fact that flooding on the road directly affects pedestrians ? So 10 years have passed with no action, perhaps sometime in the next 10 years something will be done about this - unless there is a major accident before that, caused by vehicles swerving round the puddles into oncoming traffic. In the OCC Policy for Highway Asset Maintenance (https://www.oxfordshire.gov.uk/ cms/ content/ policy-highway-asset-maintenance), the following statement is made : "We will improve and maintain the condition of roads and highway related assets with systematic prioritisation where there are safety related issues, premium bus routes and high pedestrian and cycle usage whilst still maintaining the network as a whole.We will maintain the drainage and associated structures to prevent flooding on and from the highway network."
This policy does not appear to have been followed in relation to the B4493.
