Pavement used as a cycle path

The pavement running between the hospital on the other side of the road up to the roundabout is being used a CYCLE TRACK. It is NOT acceptble. I shouted at a women yesterday as she wobbled towards me on her bike, she shouted back it was. So simple signs either end (there is one by the roundabout but it is OBSCURE) would let cyclists know it is NOT a cycle path. There have been NEAR MISSES and one day there will be an accident if the mis-use of the pavement is NOT stopped!! You have been told. I have informed you previously YET you have CHOSEN to ignore the issue. NOT ACCEPTABLE.
