Over hanging tree and tree with disease

The trees next to my property, the ones in the photos attached are overhanging my property and some branches have fallen and land on and near to my car.

Also the trees are showing signs of rot and disease.

Please can someone come out and cut back the overhanging branches and also carry out a suitable and sufficient risk assessment on the state of the trees near to my house.
