Tree Roots blocking culvert to Gainsbridge Brook

The Brook outside my property flooded recently, causing the road to become completely covered in water 3-4" deep. I tried to rod out the culvert that normally drains away to the Gainsbridge Brook, but could not. Highways attended with pumping Truck, and the blockage was cleared. However the blockage was caused (according to the driver) by tree roots groving into the culvert. The same problem caused a flood a few years ago (4?5?6? years ago), and the roots were cut out, the crew saying, at the time, that the culvert would be lined in order to prevent it happening again - at least for a long time. This was not done. Hence the problem has happened again. This needs doing, preferably before wetter autumnal weather arrives - the last blockage was only cleared to the extent that the water slowly dissipated - the roots were NOT cut out - by the autumn they will have regrown. This needs to be inspected and dealt with
