Frequent flooding on a derestricted road

The Road between Thame and Chinnor (B4445) is frequently flooded near to the Junction with the road to Towersey. The flooding occurs every time it rains remains there for several days and occurs right across the road. The flooding is extensive and dangerous. Local people are aware of the constant flooding and generally slow down on approach but drivers using the road occasionally would be unlikely to anticipate the flooding and when it is dark the flooding is likely to cause cars to lose stability. I am concerned there will be a fatal accident where a car leaves the road or moves into the path of a vehicle coming the other way. This road is a de-restricted road and cars can be travelling up to 60 miles per hour. Last week I travelled from Chinnor to Thame on the B4445. I slowed down because I am aware of the flooding but a car coming the other way drove very fast through the flooding and I was completely blinded as a large volume of water hit my windscreen. This problem has been there for a long time and needs urgent review. there are no signs on the road warning of the flooding
