Loose gravel on pavement

I live at 71 High Street Witney OX28 6JA just by the traffic lights. There is an area of tarmac that runs along the pavement next to the road. For some reason this is covered in gravel which with rain, is washed onto the paved area of the pavement outside our house as on the attached photo. This turns the pavement into a hazard, it’s like walking on ball bearings. The gravel also gets pushed under our front door jamming it and scratching our ancient flagstones. There are similar areas of tarmac along the high street but none have the loose gravel. I’m not sure what the purpose of the gravel is, but I was wondering if it could be either removed or not continually replaced as from my perspective it’s nothing but trouble! The loose gravel has been a problem for many years.
