Excessive speeding on a 30mph road

On Queensway, Banbury (OX16 9LX) and at night, the road is used as a race track. Its straight road therefore cars accelerate up the hill (from Boughton road roundabout) and by time they're accelerating downhil they can be doing 50pmh+. There is a very small warning sign on the downhill but this is too late and mostly ignored. some of the speed are quite terrifying and is an accident waiting to happen. The pavement has a good footflow with people using the shops. There is school, young families and the elderly. I live at the bottom of the downhill and have to take extreme care when puling out of my drive incase anyone comes flying over the top. I have even seen a car come down the hill so fast is wasn't able to stop safely and undercut the driver pulling off their drive. During school hours the section near the school is reduced to 20mph but again, the warning is too late and doesn't affect both entrances for the school. The crossing points also require consideration for improvement. I would like to see effective measures implemented that slow the traffic down and limit drivers using the road as a race track please.
