Plants and earth encroaching on cycle track and dangerous muddy leaves

There are some obvious overgrown weeds here that need trimming twice yearly, but don't seem to be on anyone's current trimming schedule. However that's not what I'm writing about. I'm instead writing about the fact that the cycle path has become very narrow. It's hard to pass other cyclists and pedestrians. I presume this is because the path has gradually become encroached on by earth and plants. So I'm writing in the hope that the paths can be widened / scraped back. Also the part of the cycle track that joins the Botley Rd has become dangerous with wet muddy leaves. The track here is on a sideways slope, and if you come down the hill on your bike you then have to turn left on a path covered in slippery muddy rotting leaves. I don't know which part of this path is the responsibility of Highways England and which the local council. I recently requested that the more northerly part of it (before it joins the road running along the east side of Wytham woods) was widened because it was too narrow to pass other cyclists. (A week after I did that a cyclist who wasn't noticing what was in front of him cycled into me there and broke my hand. Not anyone but his fault, of course, but it wouldn't have happened if the path had been wider.) Unfortunately this hasn't been addressed - instead someone just came along and cut down the vegetation rather than cleared it and the encroaching earth from the sides of the path.
