For sale sign unsafe position

The Hamptons sign/s at Ellington Court in North Way near the Green Rd roundabout in Oxford are often placed not flat against the fence and one almost knocked a person's spectacles off. Most of the for sale signs there are more recently put up there flat against the fence which means they are not a hazard but when we walk past after getting off the bus we have often had to push the Hampton signs flat so not sticking out over the pavement and causing an obstruction - particularly when the light is not good. I think that they assume that everyone has perfect eyesight and is short in stature? Although we can push them flat, the wind often blows them out again. It applies to all the; for sale/for rent' signs there but most have been placed securely flat so that they do not extend over the pavement. (I tried to put this message direct to Hamptons using an online contact form but it was rejected it so though I would try here).
